Damon DeRosa
P.E., Principal
Damon DeRosa is a co-owner, civil engineer, land developer, and project planner with extensive experience in land development, civil engineering, surveying, and project entitlements throughout Washington State. He helps lead a multidisciplinary team providing civil engineering, land surveying, geotechnical engineering, septic design, planning, and permitting services for public and private clients.
Damon has guided residential, multifamily, commercial, mixed-use, utility, and infrastructure projects from feasibility through construction. As both an engineer and developer, he brings a practical perspective on permitting, entitlement, scheduling, and financial feasibility, helping clients navigate complex projects and keep development moving forward.

Bill Creveling
L.G., Principal
Bill Creveling is a co-owner, licensed geologist, and licensed wastewater designer at Leroy Surveyors & Engineers. With more than 35 years of experience, he provides expertise in land development, wastewater design, site evaluation, and permitting throughout Washington State.
A geology graduate of Fort Lewis College, Bill began his career with the Tacoma-Pierce County Health Department overseeing land use reviews and septic approvals. For the past 19 years, he has co-managed LSE, helping clients navigate complex regulatory, environmental, and development challenges from planning through construction.

Steve Nelson
P.E. Principal Engineer
Steve T. Nelson is a licensed Professional Engineer with more than 35 years of experience in civil engineering and construction. A Washington State University graduate, he has delivered residential, multifamily, commercial, industrial, and utility projects across the public and private sectors.
His expertise includes site design, grading, water and sewer systems, stormwater management, permitting, budgeting, and construction management. Steve is known for practical problem-solving and helping clients navigate complex development challenges.

Eli Evers
PhD., Engineering Manager
Eli Evers, P.E., PhD., is our Engineering Manager specializing in single-family engineering and septic design. He has been with LSE since 2018 and obtained both his Professional Engineer License in Washington State and Ph.D. in Civil Engineering from the University of Colorado Boulder in 2024.

Marc Wagner
Survey Manager
Marc Wagner is a licensed Professional Land Surveyor with more than 50 years of experience. Licensed in Washington and Idaho, he specializes in boundary surveys, topographic mapping, construction staking, and land development support. As a former surveying firm owner, Marc brings exceptional expertise, accuracy, and practical insight to every project.

David Null
Survey Party Chief, Survey Technician
As a Survey Party Chief and Survey Office Technician, David supports land surveying projects through field data collection, boundary research, calculations, and map preparation. Skilled in Autodesk Civil 3D, he produces accurate survey documents and is committed to quality and precision work product.

Jon Knapp
Survey Party Chief
Jon is an experienced Survey Party Chief who grew up in the surveying profession through his family’s firm. He has led field crews since 2004, performing topographic, boundary, ALTA, construction staking, and related survey work with skill, accuracy, and practical field knowledge.

Annette Combs
Office Manager
Annette Combs is LSE’s Office Manager and is pursuing a B.S. in Business Administration–Accounting. She specializes in contract management, accounts payable and receivable, and client relations. A certified Notary, Annette helps ensure efficient operations and exceptional client service.

Ximena M. Smith
M.S. RPA, Cultural Resources Program Manager, Archaeologist
Ximena M. Smith, M.S., RPA, is a Cultural Resources Program Manager and Principal Investigator with more than six years of CRM experience and extensive prior program management experience. She has led Phase I–III investigations, large-scale mitigation, and complex field programs in Washington, the Gulf South, Midwest, and Pacific coastal South America.
Bilingual in English and Spanish, Ximena brings strong field leadership, safety planning, technical discipline, and respectful coordination with Tribal partners, agencies, and communities.

Wendy Garrison
Design Engineer, AutoCAD Manager
Wendy Garrison is a Design Engineer specializing in land development and infrastructure projects. Her experience includes site design, grading and drainage, utility coordination, and construction documentation. Wendy works closely with clients and agencies to deliver practical solutions and high-quality designs that support project success and long-term growth. We are happy to see Wendy reach her 20-year mark with us!

Cor Kruithof
E.I.T., Design Engineer
Cor is a civil engineer with six years of experience at LSE and a degree from Saint Martin’s University. He has worked on subdivision, commercial, multifamily, and single-family residential developments throughout Pierce County, with specialized expertise in stormwater management, drainage design, and site development.

Jenny Luft
M.S., Project Geologist
Jenny holds a B.S. in Geology from Western Washington University and an M.S. in Environmental Science from the University of Idaho. Since joining LSE in 2025, she has supported geotechnical investigations, landslide hazard assessments, foundation recommendations, roadway evaluations, and stormwater infiltration analyses for projects from site characterization through development.

Ashley Garrison
Engineering Design Technician
Ashley has been with LSE for two years, supporting residential site development through stormwater design, drainage reports, preliminary plat layouts, and grading plans. Proficient in GIS, AutoCAD Civil 3D, and MGS Flood software, she is expanding her expertise in stormwater and septic system design.

Erik Kulev
Engineering Technician
Eric is an Engineering Technician specializing in stormwater management and site development. He supports residential and commercial projects through site planning, grading design, permitting, and construction documentation. Eric works closely with engineers to develop practical, compliant solutions that help projects move efficiently from concept to construction.

James Moynan
Septic Designer in Training
James is a Septic Designer-in-Training with two years of experience in soil evaluation, topographic mapping, survey equipment, and AutoCAD drafting. He has prepared more than 100 sewage system designs and is committed to delivering accurate, practical, and buildable solutions for clients.
